Post-release of the 2nd International Conference on digital TV broadcasting technological, regulatory and commercial issues in Russia "Digital TV Russia 2009"

The 2nd International Conference on digital TV broadcasting technological, regulatory and commercial issues in Russia "Digital TV Russia 2009" was held on April 2-3, 2009 in Moscow.

The conference was organized by Infor-media Russia and supported by NAT, (HD Union) and MPEG Industry Forum. The Gold sponsor of this event was QUALCOMM Incorporated, bronze sponsors — SIDSA and Funke. The conference was also supported by such companies as "Netris", CTI and Eriksson. The cocktailsponsor was Netris.

The Conference started from round table "Moving to digital TV in Russia: all and now or step by step?" where following issues were discussed:

  • Federal special-purpose program "Television and radio broadcasting development in Russia next 2009–2015 years"
  • "Digital alliance of Russia": course to consolidation of media industry
  • Cooperation of the government, broadcasters, service providers, financial institutes on financial constancy and stability of media industry under crisis conditions
  • Legislative securing of moving to digital TV
  • Licensing of digital broadcasting

Following speakers participated in the work of round table: Yury Pripachkin, Member of "Russian Digital Alliance", Presient ÀÊÒÐ; Alexandr Tepper, General Director, "KOSMOS TV"; Sebastian Moritz, President, MPEGIF. The Moderator of this round table was Vladimir Livshitz, Head of Information Analytical Center, President Adviser, NÀÒ.

In the process of the discussion own opinions were brought out by Alexander Gostev, Head of Corporate Management and Development Department, FGUP RTRS, Konstantin Bystrushkin, Deputy General Director, ZAO "MNITI", Gerasim Gadiyan, General Director, NPK "ERA", General Director, HD Media, Alexandr Mih, General Director, "Digital TV", Ekaterinburg, Mihail Shadrin, Head of Multimedia Development Department, "SoftLab - NSK" (Novosibirsk).

In the end of this round table Vladimir Livshitz underlined that in digital multimedia interactive sphere the accent in channel programming is moving from advertiser — a main player on the market — to subscriber that defines vector of content forming and chooses the way of his receiving.

In the same day three conference session were held: "Economical model of moving to digitals", "Business models of digital TV", "Technological aspects of digital TV broadcasting".

Some case-studies generated a great interest of audience:

  • Alexandr Mih, General Director, "Digital TV", Ekaterinburg — experience of regional digital TV broadcasting
  • Alexei Leontjev, Head of Video Services center, "Mostelecom" — about "Mostelecom" broadcasting spreading system
  • Denis Lobanov, Managing Director, "AKADO-Stolitsa" — experience of HDTV deployment in "ÀÊÀDÎ"
  • Rustem Sultanov, Co-owner / Business Development Director, German music interactive channel iM1.TV — about convergence business model ofTV and Web 2.0
  • Nikolai Fokin, Director of Digital Broadcasting Department , SYRUS SYSTEMS — experience of paid digital TV broadcasting system creating in Kazakhstan
  • Andrei Holodny, Head of Value-added Services Department, "VympelKom" Group — about digital home TV prospects and projects of "Vympelkom" in this direction.

Together with Russian speakers international experts in digital TV took a part in this conference as well. And heir experience is also important for Russian market. So, Daniel Sauvet-Goichon, Vice-Chairman,DVBTechnicalModule, Chairman,DigiTAG, spoked about ground borne digital TV and shutdown of analog TV in Europe. Delegates found out about KPN business models in Holland from presentation of Stan Baayens, CEO, Funke, Holland. Ardito Luigi, Sr. Manager, Technical Marketing, Qualcomm, spoke about hybrid business models of mobile TV. Experience of SIDSA in digital TV was reflected in the presentation of Diego Garcia de Paredes, European Sales Manager, Digital TV & Broadband, SIDSA (Spain).

One of the key topic  for discussion was content for TV environment. At the 2nd conference day there was round table devoted to the content for commercial TV environment. Discussion participants were Ekaterina Petuhova, Harris Corporation, Maria Kamenskaya, TNS Russia, Andrei Dorofeev, Media Consulting Group, Maria Rohlina, "Red Media", Andrei Chernikov, "Dominanta", Alexey Krasnoselsky, "VympelKom" and Igor Motsny, Goltsblat BLP.Topic of  TV content was released in presentations of Alexander Domoratsky, General Director,  "Interfax TV", Technical Director "ÒNÒ-Region", Oleg Kislov, Director of Regional Development and Monitoring Division,  FGUP VGTRK GTRK "Culture", Oleg Kolesnikov, Technical Director, "NTV plus", and Roman Stolyarsky, General Director of TV channels "Red Media".

Conference agenda included 24 presentations represented by Russian and international experts in TV and telecommunications sphere.At the event the most actual problems regarding technological, legal and commercial aspects of digital TV development in Russia were discussed Conference participants got an opportunity to identify prospects of Russian digital TV development on the basis of presented experience and colleagues’  opinions and to expand their professional competence.
